What's up with the HGEA Commercials?

Does anyone know what is up with those HGEA commercials showing on Television?

Does anyone know what is up with those HGEA commercials showing on Television? You know the ones; the ones that are something like "I may not be able to stop mother nature, but I can tell you when she's having a bad day. Who am I? A Civil Defense Worker".

Why are they showing these commercials? To get support from who? Trying to get other worker unions to side with them? I really don't understand the point. It could be something really simple, but I really don't comprehend the need to have television ads for a Union simply telling whose its members are. And are the members aware of how much money it's probably costing them to run these ads?

Someone, please enlighten me.

Carrier! A blast from the past, actually. The same question came up here in May. There was a lot of head scratching then, too.

One hypothesis was that there were negotiations going on at the time, but there's nothing particularly exciting posted to their "Collective Bargaining News and Events" page. And weirdly enough, their "Media Campaigns" page doesn't give any background on what their 2002 message is.

I think it's just a "general information" campaign, to promote awareness of all the diverse aspects of life where government employees play a part. Sort of like the ads Kamehameha Schools ran just to talk about the vision of Bernice Pauahi Bishop. It was more to show off their new design/theme than anything.
